A new Xfce panel (4.10) will have three panel orientations (modes):

- horizontal
- vertical (same as the existing one)
- deskbar (vertical panel with plugins laid out horizontally).

The "deskbar mode" is what you are looking for in this case.

It will also have a configurable "number of rows", which means that
button-like plugins will not occupy the whole width of the panel. They
will be arranged in an array instead.

Unfortunately, Xfce 4.10 will not be ready in time for Ubuntu 12.04. If
you wouild like to try this feature out now, the most recent version is
in git repos. There are some development versions available (4.9 series)
but they are already a bit outdated.

Note that this feature is still under development and not all plugins
are yet aware of this functionality (some plugins from "Xfce goodies"
will still display a huge button or orientate themselves vertically).
