This release fixes a few crucial bugs.

Especially without the following bugfixes
    -  Running Pluto is not detected (LP: #941746)
    - xl2tpd overrides  ipparam settings (LP: #95152)

users can't successfully establish vpn connections in precise, which
renders the current 1.0.3-1 version useless.


I applied all tests available against the version in PPA 
(https://launchpad.net/~werner-jaeger/+archive/ppa-werner-vpn/+sourcepub/2303445/+listing-archive-extra).
 No problem have been found so far. Also several PPA users confirmed that they 
could install and run it.

The successful migration to debian testing and PPA uploads should proof
that the package builds and installs (see
https://buildd.debian.org/status/package.php?p=l2tp-ipsec-vpn),

I also verified that the package installs under several conditions (new
installation, upgrading from previous version).

It dose not break other packages, because no package depends on this
package .
