I thought about this again and i think "manual method" could work but basically two thoughts prevailed.
-Dodge Windows was unique feature of Unity Shell used by many users and that alone is big enough reason not to remove it. -I use my script to hide the launcher when at least one windows is maximized. If i achieved this in few days time and it is robust and works reliable then there really isn't any excuse this could not be easily implemented and maintained in Unity. This two options are the way to go.
