I also had problems with 2.6.20-16.28, the same "Loading hardware drivers" message.
When I saw some people were experimenting with irqpoll, I immediately thought about PNP. I disabled "Plug & Play OS" in my BIOS, and poof, 2.6.20-16 boots fine.
