I can't reproduce this. I used ubuntu-defaults-template "ubuntu- defaults-de", set i18n/language.txt to "de", i18n/langpacks.txt to "de", and the resulting ISO defaults to German and boots into a German desktop. This shows that the machinery to set the default in gfxboot still works.
