This bug is caused by kdebase-data not installing a file it should due
to config protection. The specific file is /etc/xdg/menus/kde-
applications-merged/kde-essential.menu
It is easy to fix by puge/reinstalling kdebase-data or installing with
the proper --force option to dpkg
