According to the links below full read write support is a goal of Ubuntu and is being actively worked on. But I cannot see if this bug report reflects expected behavior at this stage or is really a bug.
Remember that the read/write driver ntfs-3g is not installed by default in Ubuntu 7.04 and earlier - I assume that only the limited native kernel[1] support is being used. I have added a comment at the end of the 'WriteSupportForNTFS' spec asking for clarification on whether all users or only root should have access to NTFS partitions at this stage in the implementation.
