I filed a bug upstream over a year ago about this issue at ibus' Google Code project page: http://code.google.com/p/ibus/issues/detail?id=1188
Personally I think a better solution is to separate traditional and simplified cangjie into two input methods called cangjie-traditional and cangjie-simplified. This is how Mac OS X treats them and it is very straightforward.
