Hi, I have just tested it on Pangolin beta-2 (64), and it's still an
issue there.

I have AMD C-60, with Turbo Core. CPU frequency should be able to reach maximum 
1300MHz, but it never does.
The biggest frequency I was able to get under any circumstance was just 1000MHz 
(I'm using turbostat to calculate real current CPU clock).

$ uname -a
Linux ubuntu 3.2.0-20-generic #33-Ubuntu SMP Tue Mar 27 16:42:26 UTC 2012 
x86_64 x86_64 x86_64 GNU/Linux

$ cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_available_frequencies
1000000 800000
