I have exactly the same problem after Edgy -> Feisty upgrade. I have completely removed the ntp and ntp-simple packages, and the user/group ntp does get correctly created, and 'getent passwd ntp' returns '114:116'. Nevertheless, the installation of ntp fails with:
/scratchbox/tools/bin/misc_runner: /targets/links/scratchbox.config: No such file or directory * Starting NTP server ntpd * user "ntp" does not exist invoke-rc.d: initscript ntp, action "start" failed.
