Public bug reported:

$ sudo apt-get install powertop
$ sudo powertop
<kernel panic follows>

Hypothesis: something is set on install so that on next reboot the
kernel is ready to deal with powertop?  In this case, propose either
powertop checks on start if it can run or else, if that's not possible,
install emits a warning.

If the hypothesis is false, I can't add much more to the bug, I'm
afraid, but to note that it happened.
