I just rebooted and the bug is no longer there (the button does indeed
reboot).

What I also noticed, is that yesterday the "Reboot" button in that
dialog was on the left, but now there's a "Suspend" button, and the
"Reboot" button is next to it.

I'm thinking I installed something (that introduced that Suspend button)
and that's what caused the buttons to temporarily be broken.
