I think that this is actually quite sensible - the package management
system cannot determine the status of any running dovecot processes
because the init script is missing - this is an essential part of the
package IMHO.
So it decides todo nothing instead and asks you to fix stuff up.
I'm going to mark the as 'Won't fix' - its not a bug in dovecot and it
debatable as to whether its a bug at-all.
