The issue was caused by a missing host name. The install/uninstall script is brittle because when the computer's host name could not be determined, the script died. The issue did not relate to Lp packages, it was caused more by the fact that as a developer, I only had the rabbitmq-server running as needed. When the server was not running, updates could fail, but also when the server was running, shutdown always failed.
