Today I just hit this very same bug. I was installing the Frozen Plastic theme, and it was completely broken. By trying other themes, I also realized that the Gray theme that ships by default was also broken.
As already reported, the cause is the dependency on gtk2-engines-pixbuf, that is *not* shipped by default. The SOLUTION is very simple, just mark the above package as a dependency of gray-theme. By the way, it also fixed Frozen Plastic and probably many other pixbuf themes around. The Ubuntu Artwork Team has always been a very busy group.
