We are currently working on adding FAQ management to Launchpad Answers.
See the linked spec. The FAQ content can be hosted either on Launchpad
or contain only a link to the wiki.
(FAQ will have keywords and summary so that they can show up in search
even if the content is not itself stored on Launchpad.)
When users enter a new question, relevant FAQ will be offered before
they add their question. It will also be easy to answer an existing
question with a FAQ.
I think this covers the use-cases described here.
