It's the Keyboard Shortcuts and Launcher numbers, rather than the Dash, that appears when tapping Super with Sticky Keys turned on. Tapping a second time causes a switch to the Dash, with further presses toggling between the two states.
While this might seem like acceptable behaviour, it's still problematic for a couple of reasons. Without Sticky Keys, a second Super press dismisses the Dash, but with it turned on, the toggling behaviour kicks in, and then the Dash can only be dismissed with Escape, which isn't the most intuitive requirement. Worse still, Escape only correctly dismisses the Dash. Press Escape while the Shortcuts & Launcher numbers are displayed and the Shortcuts list will go but the Launcher numbers remain (and won't work). To make them go away, Super has to be pressed again and again until the Dash appears, followed by Escape. It would probably be better if the toggling were removed: first Super press shows the Launcher and Shortcuts, second press switches to Dash, third dismisses. Since the action cycle is triggered by the same key it's easily discoverable, especially since the first press shows the Shortcuts, which can describe the behaviour. The order also matches their appearance in the Shortcuts list. This requires the Sticky Keys status to be checked and two simple changes to occur: 1) While the Dash is open, treat all Super presses like taps. This breaks the toggling and dismisses the Dash. 2) The Keyboard Shortcuts text should reflect actual behaviour: "Super (Press) Open Launcher, displays shortcuts." --> "Super (First Press) Open Launcher, displays shortcuts."
