Thanks for reporting this issue.
I am able to reproduce this on Ubuntu Precise. I noticed when I tried to run it
from the terminal I got the following error message:
bash: /usr/bin/kpp: Permission denied
However, if I try to run either "kdesudo kppp" or "gksu kppp" to start
it starts as normal. I suspect the desktop file needs to be updated to
open it with administrative rights, like for instance synaptic.
