This is fine from a release team perspective, especially if you make sure the actual visible UI (ie: the clock format) doesn't change, for the benefit of people who've been working on documentation and screenshots. I agree that, for functionality reasons, datetime-plugin is the way to go (and I've been using it for a long time).
