Please clarify for upstream report: What exactly got confirmed?

The bug as originally reported, is not a bug: 
1) Inkscape's toolbars are not and never have been freely relocatable nor 
rotatable. To change the toolbar layout, choose between the three layouts at 
the bottom of the 'View' menu (part of 'Adoaptive UI', new in 0.48, WIP).
2) Difficulties reattaching a detached toolbar are already tracked in bug 
#390446 (it does work, but the area to drop the toolbar is very small and can 
be difficult to detect. Toolbars can only be reattached to their original 
position).

The remaining UI issue AFAICT is about unexpected behavior (fixed size of 
detached toolbars):
3) Detached toolbars keep the same size they had while attached to the their 
main window. They are not being automatically resized (width and height 
swapped) when changing the layout of the toolbars via menu 'View'.


Either this report should be marked as duplicate of bug #390446 or bug 
importance lowered to 'Low': Issue 3 does not describe a permanent state: 
toolbars default to being attached to the main window, and the detached state 
is not stored - neither for the current session nor across sessions: duplicate 
the window (menu 'View), or open a new document -> the toolbars are docked 
again and correctly positioned according to the chosen layout.
