I'm using the Toshiba Portege z830, same issue here: Fn+Z do not modify the bios options which controls the keyboard backlight, it means that if you want to switch on/off the backlight you must reboot and set it on the bios. The bios for this machine provides 3 options for keyboard backlight: always on, always off, timer 15.
