This could be a bluez issue. To make sure, could you get bluez debug logs? You can do this easily:
sudo stop bluetooth sudo /usr/sbin/bluetoothd -n -d Then attach the output of bluetoothd, you should be able to see whether it tries to hand off the device to pulseaudio.
