I use moin on Debian, but unless there is a substantial difference between Deian and Ubuntu moin packages, the file /usr/share/moin/data/edit-log has always been owned by root:root. I guess you chown'ed it.
Ths files in /usr/share/moin/data are the templates to create a new instances (as explained in /usr/share/doc/python-moinmoin/README.Debian.gz). BTW, sharing edit-log among multiple instances is probably a bad idea: RecentChanges will show changes in every other wiki ... but the links will point to non-existing pages in that wiki.
