kipi-plugins is a collection of different plugins. Depending on all
pkgs to enable full functionality of all plugins would add lots of pkgs.
Therefore debian / kubuntu pkger decided to only recommend them.
Recommends: k3b, graphicsmagick-imagemagick-compat (>= 1.1.7) | imagemagick (>=
5.4.8), kmail, kdeprint, sane-utils, kooka, konqueror
Suggests: gimp, gallery, kipi-plugins-doc
Many plugins don't need any of the above pkgs. Therefore the
compromise 'Recommends'
