@Marian - that is the appropriate action. We've taken a specific design decision for Ubuntu to not use user pictures however our display manager (LightDM) is designed to support different greeter software (the user interface). So if the user picture is important in your case you can use another greeter or branch and modify unity-greeter (or use an alternative display manager like GDM/KDM).
