Public bug reported:

Fresh install of Ubuntu 12.04 Alpha 2, with Gnome Shell installed.
All updates applied.
Running under Gnome Shell, pressing CTRL-ALT-T does NOT start a terminal.
System Settings -> Keyboard -> Shortcuts -> Launchers  shows that "Launch 
Terminal" is set to Ctrl-Alt-T as expected.
