Are you sure that PCIe Port 8 on the PCH is wired to the ExpressCard slot? "Bus: primary=00, secondary=09, subordinate=0d, sec-latency=0" it looks like Linux is aware that this port may be hotpluggable and has given it a sub-ordinate number of 0x0d, indicating there could be several buses beyond that port (which is ideal).
