Are you sure that PCIe Port 8 on the PCH is wired to the ExpressCard
slot? "Bus: primary=00, secondary=09, subordinate=0d, sec-latency=0" it
looks like Linux is aware that this port may be hotpluggable and has
given it a sub-ordinate number of 0x0d, indicating there could be
several buses beyond that port (which is ideal).

Perhaps system is not getting an interrupt (or not handling it) from the
ExpressCard insertion; something needs to generate an interrupt upon
module insertion (likely the PCH).
