I think that the first mount contains the camera's internal memory card with configuration and maybe firmware, while the second one contains the cameras SD card containing the photos.
Maybe it would be a good idea, not to mount the first one to protect beginners from deleting important configuration or firmware files from the camera, but maybe this would also hinder advanced users from intentionally doing changes there. What's the better solution may vary on the different camera models.
