Steps to reproduce:
1. apt-get install apt-proxy
2. /etc/init.d/apt-proxy restart
Expected result:
/var/log/apt-proxy.log would show a clean shutdown of the daemon
Actual result:
/var/log/apt-proxy.log shows a exception thrown on shutdown:
exceptions.AttributeError: 'str' object has no attribute 'get_packages_db'
