I tested with overlay scrollbars disabled, and I noticed the following: Scrolling with the mouse wheel does not work (in either case). Scrolling by clicking the scrollbar _does_ work. You can scroll if you click an empty area in the list and use the arrow keys. The thumb for the overlay scrollbar never appears.
There is a bug report upstream, so I'm linking to that one.
