nautilus-share does not access the files in /var/lib/samba/usershare directly. It only talks to samba via the "net usershare" command. During startup, it parses the output of "net usershare info". If, for some reason, that command fails, then nautilus-share will not know what directories are shared.In your case, that's most probably what's happening.
