Dear Developers,

If I using Orca Screen Reader and click in GNOME Control Center the language 
support icon, the presenting UI interface is inaccessible with Orca.
Reproducation steps:
1. test:
Launch terminal, and run gnome-language-selector or gksu 
gnome-language-selector commands.

2. Test:
Launch system settings, and click the language support icon in GNOME Control 
Center.
