These are runtime library packages.  You need to install the
corresponding development library packages, namely liblzo2-dev:i386 and
uuid-dev:i386, if you want to build against them, just as you would need
to do (only without :i386) when building for your native architecture.

Neither of these development packages is Multi-Arch: same right now, so
you'll only be able to have build support for one of 32-bit and 64-bit
at a time, unless you use chroots (i.e. installing liblzo2-dev:i386 will
remove liblzo2-dev and vice versa, and likewise installing uuid-dev:i386
will remove uuid-dev and vice versa).  Fixing this hasn't in general
been a target for precise - runtime multiarch support is enough work -
but it's an obvious extension so is likely to be added in a future
release.
