Can you please detail exactly what steps you took to produce this failure?  
Also, is this reproducible? And what kind of USB device are you trying?
The test you mentioned does tests for hte insert event triggered when plugging 
in a USB device.  The test flow should be basically:

Click test
Insert a USB device within X seconds
Test detects device insert event and pass/fails based on that.

So there are a couple places where this could break down.  If you take
too long to plug something in, you could technically plug it in before
the time limit, but your system may not have fully recognized the device
before the test times out.

There was an issue previously where that test would fire automatically
as checkbox moved into it, triggering a false failure, however, clicking
Test and then performing the test steps would work as planned and
everything would be fine.

Also, I've seen a couple instances where certain cheap/slow USB keys
would take far longer to be recognized than others would, so the test
would again time out.
