This happens all the time, even in Lucid. I have latest kernel in
precise.

It is not kernel issue, it is in defaults, there is low swappiness
'/proc/sys/vm/swappiness'

If you have 1 GB of ram, it is okay, I think I have to just disable
swap, but swappiness should somehow depend on your size of RAM
