Hi Curtis,
You're describing two issues in a single bug report. Please keep to one
issue per bug report.
The 3-fingers' drag problem has also been reported on bug #940612, whose
fix has been committed late last week (your bug report wasn't on my
radar).
As for the 4-fingers' tap, some fixes that have been done recently on
the utouch stack (utouch-frame, utouch-grail and utouch-geis) should
have solved this problem. If I'm not mistaken, they have all been
released by now.
