Public bug reported: This may have been an issue since at least the 11.10 series: it is rare I find an hd-media installer + alternate i386 ISO combination, that can successfully load an Xubuntu preseed installation. ISOs have had the generic, but not the PAE, kernel: so the installer gets a "No kernel modules were found" error.
"d-i base-installer/kernel/override-image" and "d-i base- installer/kernel/image" seem to have no effect in preseed of avoiding use of the PAE kernel, or the error.
