This bug's original description was invalid. The stop on will never
match anything, because it doesn't have the 'runlevel' event. This
actually means that tgt will never be stopped, which is a bug to itself.

tgt is not started on installation because dh_installinit is called in
debian/rules with --no-start.

No reason is given as to why that is. I think tgt should probably be
allowed to start as soon as it is installed.
