Yes, it is. At least it was when I last checked – a week ago or so. There is one difference though: when you enable full screen redraws in ccsm, the tearing stops – no additional steps are necessary as far as my experience goes. It does not even seem to be required to force enable vsync for OpenGl in nvidia settings any more.
