If you remove modemmanager, does the same thing happen?
It's highly unlikely that this has anything to do with MM, it's just
coincidence that it happens to be the last thing showing up on the
screen. It should be simple enough to verify: if modemmanager
uninstalled still causes the system to not shut off, it's ACPI (or some
other package or system blocking the shutdown, like dbus). Maybe there
has been changes to the configuration of upstart jobs on your system?
