Hi,
Reassigning this langpack-o-matic, which is what adds the recommends to
the language-pack-${LANG}-base packages. However, this behaviour is
intentional for now. Firefox translations used to be shipped in the
-base packages (so you never used to be able to remove them if you
didn't use Firefox in any case) and then we split them in to their own
packages so that we could update them independently. The Recommends is
required to ensure that upgrades pull in the correct Firefox
translations. Without it, everybody would have lost Firefox translations
when we split them in to their own packages.
