I've tracked it down to Chromium's port of the Firefox extension called
Perspectives. It causes the issues. As per a product review on google's
extension site:

"2. Linux (OSX too?) users beware - this extension only works with the Sun java
6 plugin (other java plugins like iced-tea/openJDK will hang)
3. Linux users beware Oracle(Sun) java has been pulled by Oracle from Ubuntu
repositories, so go follow a guide online on how to install the latest sun java
plugin and disable/or uninstall any other java on your system"

Deactivating it solved the issue. Chromium still takes up resources when lots
of tab are open not that's another issue.
