Public bug reported:

When using Unity 2D, if the launcher is set to auto hide & if either the 
workspaces icon on the launcher or using the super key + s is selected, once 
you select the virtual desktop the launcher refuses to auto hide. The fault 
will stay in this condition until you log out then log back in.
This is unfortunate as it makes the workspaces feature useless.
