Public bug reported:
Frequently when trying to connect to a remote server running delgued
1.3.3 it will not connect and after a few refreshes it will show as
available but it still will not connect. Connecting to the server via
SSH I can see that deluged is running fine. Other times deluge will
connect without any problems.
