Hello,
Could you please check whether you have file sync disabled in
~/.config/ubuntuone/syncdaemon.conf:
files_sync_enabled = False
If it is disabled, please change False to True there and try opening the
control panel again.
If there is no files_sync_enabled item, please archive and attach the
logs from ~/.cache/ubuntuone/log folder.
