I cannot confirm this on Debian:
$ dpkg -l texlive-latex-recommended
.... 2007-9 ...
$ dpkg -L texlive-latex-recommended | grep '\.sty$' | wc -l
188
$

So 188 .sty files are installed, I think that this should be enough?

How do you come to the idea that this packages does not ship .sty files?
