Public bug reported:

I have a dual-monitor setup. Notifications always appear on the top-
right of the right side monitor. This is a bit annoying for the same
reasons discussed in this thread:
http://ubuntuforums.org/showthread.php?t=1452066

If I go to XFCE Settings Manager / Notifications and try changing the
theme or default position it has no effect. All notification bubbles
still appear in the top-right of the right side monitor, and in the same
theme.
