This happens when remmina's full screen window is equal or exceeds the size of the display. E.g. adding the custom resolution of 1365x767 (native is 1366x768) allowed remmina to switch to fullscreen. However the original non-full-screen window appeared extremely short, about 20px of viewport could be seen, it can be maximized and resized properly though.
