This check is run just after Network Manager sends a connection-change
event.

Checking the current Network Manager state would also be useful:
dbus-send --system --print-reply --dest=org.freedesktop.NetworkManager 
/org/freedesktop/NetworkManager org.freedesktop.NetworkManager.state

Should return:
   uint32 70
