OK this is what I found. When I am at a coffee shop with no encryption and encrypted networks nearby, I cannot connect to the coffee shops unencrypted signal. But If I try to connect to one of the encrypted networks, type in an incorrect password, I get rejected and Networkmanager stop trying to connect to anything. I then tell Networkmanager to connect to the coffee shops unencrypted network and I have no problem connecting. It seems like that NM needs to turn on WPAsupplicant to connect to the unencrypted network, but NM doesn't turn it on until it needs it for an encrypted network.
